Privacy Policy
The protection of privacy and personal data is a priority for the government of Cape Verde (hereinafter referred to as the government).
This policy concerns privacy practices in the context of the activities carried out by the government, including portals, websites, mobile applications and other services managed by this government. The personal data you provide to us during the interaction with the various services will be treated with the security and confidentiality guarantees required by the legal framework on the protection of personal data.
The applications under the responsibility of the government, within the scope of the services provided, contain links to other sites under the responsibility of third parties. The government's privacy policy applies solely to the applications and services under its responsibility. When you access other entities' websites, even from websites under government responsibility, you should read their privacy policies.
Access to and use of the services, portals and sites, under the responsibility of the government, must be free on the part of the user assuming that the user has read, understood and accepted the Terms and Conditions of their use.
Any attempts to alter the information, or any other action that may cause damage and jeopardize the integrity of the system, are strictly prohibited in accordance with the legislation in force. The user undertakes to scrupulously comply with the applicable legislation, namely in terms of computer crime and intellectual property rights, and is solely responsible for the violation of these regulations.
Privacy
The government respects your right to privacy. The data requested is intended for the provision of the service requested by you, and no personal data will be collected that is not necessary for the provision of the service or without your consent.
Interaction with government services, portals and websites does not require information from the user, except when, for expressly identified purposes, registration is declared necessary and is authorized by the user in accordance with the terms below.
Data Controller
The government as a data controller:
- Ensures that the processing of your personal data is carried out within the scope of the purposes for which they were collected or for purposes compatible with those;
- Collects, uses and stores only the personal data necessary for the purpose in question;
- It does not transmit personal data for commercial or advertising purposes;
- It processes personal data for legally foreseen purposes or for the pursuit of services at your request.
Subcontractor
The government, as a subcontractor, undertakes to comply with the privacy and personal data processing agreements contracted with the entities responsible for data processing.
Types of data collected
Among the types of personal data that government applications collect are: camera permission; microphone permission; permission of device sensors; cookies; email address; password and device identifiers for statistical purposes of access to the website, namely a Google Analytics ID.
Personal data may be provided voluntarily by you when you use the apps or, in the case of usage data, collected automatically when you use the apps.
Unless otherwise specified, all data requested by the apps is mandatory, and failure to provide such data may make it impossible to provide their services.
When the data is not mandatory, users are free not to communicate it without any prejudice to the availability or functioning of the service.
Any use of cookies - or other automatic data collection tools - by government applications or third-party service owners used in their applications is for the purpose of providing the service requested by the user, in addition to any other purposes described in this document and in the cookie policy.
Mobile device permissions on access to personal
data Depending on the user's specific device, the government-provided mobile application may request certain permissions that authorize access to data from the user's device. These permissions will be granted by the user before their information is accessed by the app.
Once permission is granted, it can be revoked by the user at any time. To revoke these permissions, users can refer to their mobile device's settings. The exact procedure for controlling app permissions may depend on the user's device and software.
However, it is important to note that overriding these permissions may affect the proper functioning of the mobile application.
Within the scope of the biometrics application, the Government of Cape Verde collects facial images exclusively for the instruction of processes for issuing official documents, namely the National Identity Card (CNI) and the Passport. These images are processed to ensure compliance with civil identification requirements and are kept in accordance with the legal data retention periods for national registration, and are stored in the secure State systems managed by NOSi.
If the user grants any of the permissions listed below, personal data may be processed (i.e., accessed, modified, or removed) by the app:
Camera Permit: Used to access the camera or capture images and video from the device.
Microphone Permission: Allows you to access and record microphone audio from the user's device.
Sensors Permission: Used to access user data from the device.
Security of personal
data The government implements various appropriate security measures to prevent unauthorized access, disclosure, modification, or unauthorized destruction of data.
Physical security measures, whether in the control of access of employees, collaborators and visitors to its facilities, or on the Data Center facilities through very strict mechanisms to combat intrusion, fire extinguishing, 24x7 equipment monitoring and equipment accommodation in dedicated racks;
Logical security measures, in the component of access to systems and workstations through identity, authentication and privilege management mechanisms; In the network component, the use of firewalls and intrusion detection systems, segregating networks and application environments, as well as encryption of information through secure communication channels.
Access to and control of personal
data We enable, whenever requested by the user, access, rectification and deletion of personal data. You also have the right to object to the processing of your personal data.
If the use of your personal data is based on consent, you have the right to withdraw it, without compromising the validity of the data processing carried out up to that point.

Personal Data Archive
Personal data is kept by the government for the period necessary for its processing, according to its purpose.
Retention periods may be changed when the associated public interest, historical, scientific or statistical reasons justify it, and the government undertakes to adopt appropriate conservation and safety measures.
Cookies and Similar Technologies
The government uses cookies and other similar technologies in its applications that improve the performance and browsing experience of users, increasing, on the one hand, the speed and efficiency of response and, on the other hand, eliminating the need to repeatedly enter the same information.
The cookies used by the government do not collect personal information that allows the user to be identified, storing only generic information, namely the region/city of access, among others.
The cookies used in government applications are as follows:
- Essential: necessary for browsing the website, ensuring access to private areas of the same, in order to allow the performance of services, namely, session cookies;
- Analytical: necessary for the collection of information for statistical analysis of browsing and use of the website, namely, Google.
The information generated by the use of cookies may be sent to third parties for trend analysis, navigation tracking and performance, without however identifying any person.

Users can prevent the use of cookies in their browser settings. If you limit this option, the use of some resources or the performance of certain tools may be constrained.

Legal
actions Your personal data may be used for possible legal action arising from misuse of government services.
You should be aware that the government may be required to disclose personal data at the request of law enforcement.
Application maintenance
For maintenance purposes, data may be collected that records interaction with the available applications (system logs) or other non-identifying files of the user.
