The permanent return scheme allows Cabo Verdeans who usually reside abroad to return permanently to Cabo Verde and benefit from the customs exemptions provided for by the law.
Eligible citizens may import personal belongings, household equipment, and, where applicable, a vehicle. The exemption may be renewed every seven years.
The process previously required dealing with several entities and multiple visits. It can now be started and tracked online through GOV.CV. Simply apply online, provide the list of goods and, where applicable, the vehicle to be imported, and track the progress of your request until collection.
Who can apply
The following persons may apply for permanent return:
- Cabo Verdean citizens who have lived abroad for at least 4 years
- Students in foreign countries (not eligible to import a vehicle)
- Emigrant investors with an investment of 50,000 EUR or more in Cabo Verde
What you can import
Under the permanent return scheme, you may import the following types of goods:
- Personal belongings (e.g. sofas and other household items)
- Household equipment (e.g. refrigerators and other appliances)
- One passenger vehicle (new, used or disassembled)
The quantity of goods you may import is limited in accordance with the list of duty-exempt goods established by the customs authorities.

- A valid identity document
- Proof of residence abroad for more than 4 years
- A detailed list of the goods to be imported
- Vehicle registration certificate and vehicle value (if applicable)
Cost of permanent return
The cost of permanent return on GOV.CV includes a fixed amount and a variable amount.
- Fixed amount: 4,411 CVE, corresponding to the application fee.
- Variable amount: corresponds to the amounts included in the Documento Único de Cobrança (DUC), the payment document issued by GOV.CV.

The DUC issued by GOV.CV includes customs duties and vehicle-related charges, where applicable. The DUC does not include port charges, which are paid directly at the port of destination.

Complete your personal details
Enter the required information
Review your identity document
Check your document details
Enter your permanent return details
Specify the port of destination and, if applicable, the vehicle details
Provide the details of other drivers
Enter the details of any other drivers of the vehicle, where applicable
Complete the list of goods
Select the type and quantity of goods to be imported
Attach the documents
Attach proof of residence abroad and any other required documents
Finalize the application
Check and, if necessary, change the details before submitting your application
Make the payment
Pay easily and securely by bank transfer or using digital payment methods
Track your request
Track the status of your request in the "My requests" area, available on the GOV.CV website or mobile app.
